Disaster risks and insurance in the agriculture sector in Asia: A Review

Abstract:

Agriculture is a major economic sector and a critical source of livelihood in many of the low and middle income countries in Asia. However, this sector is subject to a very wide range of risks related to natural hazards, climate change and variability, pest and diseases. This study review literatures that focus on disaster risks and disaster-related loss and damage in agriculture sector in Asia. The study also highlights the current patterns of agricultural insurance in the region. Literatures were identified for review from various sources such as journals, reports, proceedings and other related documents by searching comprehensively both electronic and non-electronic databases. Evidences suggest that agriculture sector in Asia is particularly exposed to floods, droughts, hurricanes, cyclones, typhoons, landslides and seasonal epidemics. However, the amount of losses and damages occurred in this sector varies across the countries. It was reported that agricultural insurance was available either in a pilot form or a fully mature national-level program in 20 of the 44 countries (45% of the total) in the region in 2010. The most popular insurance product in the region is livestock insurance, followed by crop insurance (available in 13 and 12 countries, respectively). Therefore, further research is urgently needed to assess more accurately the losses and damages in agriculture sector in the region and to provide better policy suggestions to relevant agencies to promote sound and effective insurance programs.
