The formal seed sector and gaps in the demand for hybrid seeds in Nigeria

Abstract:

The relevance of the Nigerian agriculture for economic growth and development cannot be overemphasized. The sector will for a very long time remain the topmost employer of labour and contributor to non-oil foreign exchange. Performance assessment of the sector in the past three decades clearly unfolds the need for more efforts in enhancing productivity of resource-use, with prime emphasis on development of hybrid seeds. This paper reviewed the extent of improved seed utilization in Nigerian agriculture from existing institutional frameworks for hybrid seeds distribution. Some gaps were identified in the supply of improved seeds, availability of adequate manpower, research funding, infrastructure development, formal seed system coordination, extension service provision, pricing, consumer preferences and policy instability. The study recommended strengthening the research capacity of the Institute for Agricultural Research for continuous variety development and widening of the hybrid seed markets, among others.
