Food security and farmers’ income: Impacts of the grain for green programme on rural households in China

Abstract:

The Grain for Green Programme (GGP) of China is the most all-embracing programme of ecological reconstruction implemented by China. Focusing on the ecological restoration of China, the GGP had been launched into operation for 10 years, and whether its implementation had effects on the food security and farmers’ income of China has been disputable since its launching. To reveal the impacts of the GGP on rural households of China, the study used the panel data about the grain-crop planting areas, grain yields and farmers’ per capita net income of 31provinces of China from 1998 to 2008. Results showed that the grain-crop planting areas and grain yields of China significantly decreased as the GGP expanded (P<0.05). However, the GGP significant increased the farmers’ income of China (P<0.05). Particularly in the poor west zone did the programme bring about many benefits to the farmers, including their income increases. Therefore, the GGP of China increased its farmers’ income and threated its food security.
